The client does not pay for the proposal, but preparing it takes time. Calls, visits, price research, calculations and revisions are real activities. Measuring cost helps organise work rather than blame people who request quotes.
Free quotes can be a sensible commercial choice. Understand their content and the preparation workload you can sustain. A standard proposal and complex technical assessment need different effort.
Measure the whole cycle
Record active time for contact, information collection, visits, research, calculation, documents and follow-up. Separate waiting: two days awaiting a supplier are not two days of active work, though they slow progress and may require more contact.
Observe several cases for a limited period rather than only the most frustrating one. Distinguish simple, complex and changing-scope offers. An average can hide a category consuming most of the time.
An internal cost example
Imagine a 15-minute call, 45 minutes visiting and travelling, 30 researching prices, 30 drafting and 15 on revision. That is 135 minutes or 2.25 hours. At a hypothetical €30 full hourly cost, preparation costs €67.50.
This is not an automatically chargeable fee. If a visit serves several activities, choose an allocation method. Another hour of revisions increases cost. The owner's time counts even without a separate invoice for preparation.
Commercial proposals versus technical work
Presenting supplies at checked prices differs from design, sizing or specialist analysis. You can offer an initial proposal free and price further activities, but explain the distinction before performing them.
Calling every deliverable a quote does not make it free, and calling a normal correction consulting does not justify an unexpected fee. Describe the result and effort, then agree terms suited to the case.
Reduce work that does not improve decisions
Rewriting a description ten times, finding the same price and retrieving an address can be organised better. Do not remove necessary visits or technical checks merely to produce more documents.
Prepare reliable standard items, collect information consistently and use a checklist. Ask clients to group changes. For continually changing requests, clarify the objective before producing more partial versions.
Understand how many offers become jobs
Observe proposals versus confirmed work without assuming every rejection has the same cause. Clients may postpone, choose another configuration or lack information. Record stated reasons rather than guesses.
A few quotes do not establish universal conclusions. Use the data to identify labour-intensive requests and improve steps. Unconfirmed-offer costs belong to sales organisation, not arbitrary charges introduced after work.
Explain any paid assessment
You might say: “The first proposal covers standard items after our initial discussion. For an on-site technical assessment with a dedicated report, I will provide a separate offer first.” This must match your actual process and applicable conditions.
Even with a free quote, define needed information and response timing. A vague promise of speed creates pressure without helping the client. A clear next step beats a rushed document with hidden assumptions.
Check improvement
Measure time again after improving data collection and item reuse. Count clarifications and corrections too. Faster preparation has value when clients still understand the offer and price remains sustainable.
A request not yet ready for an offer
If objectives are undecided or configurations keep changing, use first contact to define the need. Many provisional quotes may not help decisions and can consume time better spent checking.
Ask which alternatives genuinely need comparison and what facts are available. Offer an initial summary and identify prerequisites for drafting. This organises preparation rather than rejects the client. Explain any separate paid analysis beforehand. Preparation cost is easier to manage when each step has a defined result.
